
A Moscow court imposed a 7 million ruble (approximately $80,000) fine on Telegram Messenger Inc. because the company did not remove content identified as extremist propaganda according to TASS Russian news agency reporting. Several Telegram channels encouraged people to join anti-government demonstrations that sought to unseat the Russian government while they also promoted terrorist attacks on railway infrastructure to assist Ukrainian military operations.

The Dubai-based messaging service Telegram operates with founder Pavel Durov, who is Russian and has reached 1 billion users across the world, especially in Russia and other countries from the former Soviet Union. The platform received several previous fines because of its repeated offences. The Tagansky Court of Moscow imposed a 3 million ruble ($33,990) penalty on Telegram because it refused to eliminate information regarding anti-government protests in July 2024. The Tagansky Court of Moscow issued another fine totaling 4 million rubles ($37,669) against Telegram in December 2024 because of content blocking violations.
Pavel Durov relocated to Dubai in March 2024 after staying in France for several months following his August 2024 detention during an investigation into criminal accusations about Telegram use, such as fraud and child sexual exploitation material distribution. The instant fine has prompted Telegram to remain silent regarding any statement about the recent administrative penalty.
